What you're really asking
A guitar becomes a surface, a voice becomes part of it, and melody appears through the noise. The first UK shoegaze wave connected bands across several cities through labels, shows, audiences and the music press.
Some records drift; others push hard enough to reveal the rock band underneath.
Where it sits
The late-1980s work of My Bloody Valentine helped change how guitar pop could be built. Around 1990, Ride, Lush, Pale Saints, Slowdive and Chapterhouse developed related but distinct approaches.
Creation, 4AD and Dedicated were important outlets. The press gathered bands under the shoegaze name, sometimes obscuring their differences.
By the mid-1990s, several moved towards pop, electronics or quieter arrangements. Cocteau Twins and the Jesus and Mary Chain are important earlier routes, not interchangeable members of the same wave.

This is a distributed movement; Oxford is one node, not its complete location. Do not classify all 4AD records as shoegaze, or every later album by these bands as part of the original period.
